No Virginia Beach ordinance bans metal detecting on the public sand beach. The rules that bite are sand-contour and dune-vegetation ordinances, not a permit.
- No metal-detector provision exists in the chapters of the Virginia Beach City Code that govern the beach (Ch. 6), parks (Ch. 24), amusements (Ch. 4), offenses (Ch. 23) or soil removal (Ch. 30) — the widely repeated "written permission from the Parks & Recreation director" requirement is not in the Code
- City Code § 6-13 makes it unlawful to alter the contours of the sand by grading, carrying away or removing sand from the beach or dunes without a permit from the city manager — refill every hole and carry nothing off the beach but your finds
